Rock County Factory Farm Applying For Disaster Area Bonds

Faced with rejection through a town referendum, the factory farm setting up shop on the eastern edge of Rock County shifted financing away from the town and instead applied for bonds through the Public Finance Authority. The issuance of these bonds are not subject to referendum.

Tuls is seeking up to $15.6 million in Midwest Disaster Area Bonds. The project qualifies because Rock County was declared a disaster area after substantial flooding in 2008. Tuls was not affected, but the bonds are intended as an economic development tool to replace lost tax base, Sabatke said.

That's a strange way of putting it afterall, won't the area qualify for federal disaster aid only AFTER the factory farm is up and running?

Rock River Times Mega-dairy Dangers:
Another suggestion: if you live within two or three miles of a mega-dairy (or where the animal wastes will be applied to fields, it’s very important to develop a baseline test for your water quality BEFORE the mega-dairy starts up and the wastes are land-spread. Without a prior water-quality baseline, any legal claims seeking damages compensation for debased water quality will be very hard to collect. Wisely, there ought to be a concerned environmental group that could advise citizens what to test for … and, better yet … find a qualified laboratory that would offer significant group discounts.
